"CANNES, FRANCE—World leaders meeting in France on Thursday will confront the possibility of a breakdown of European unity and financial chaos on the continent after the failure of a last-minute attempt to convince Greek Prime Minister George Papandreou not to hold a referendum on a crucial bailout agreement.
Germany’s Angela Merkel and French President Nicolas Sarkozy, both looking tired and grim-faced after a dramatic meeting with Papandreou on the eve of the G20 summit, made it clear that when Greeks vote in the referendum in early December, they will be voting on whether their country should remain in the eurozone, the group of 17 countries that use the common currency."
